Consumer Affairs and Financial Intermediaries Division

The Division is responsible for authorising and carrying out full supervision of:

  • Insurance broker undertakings
  • Insurance agents
  • Investment advisors
  • Payment service providers with restricted licence
  • E-money providers with restricted licence
  • Mortgage companies.


The Division manages behavioural supervision (good business practice) of:

  • Banks and mortgage-credit institutions
  • Non-life insurance companies
  • Life assurance and pension companies 
  • Investment associations and management companies
  • Mortgage-credit institutions
  • Investment companies.


Behavioural supervision is through the Division processing complaints, taking up matters at its own initiative, conducting inspections and carrying out investigations.


The Division has legislative responsibility for the Consolidated Insurance Mediation Act, the Payment Services Act, the Mortgage Companies Act and the Guarantee Fund for Non-life Insurance Companies.


At international level, the Division participates in working group meetings in the European Commission, the European Council, the ESMA and the EIOPA.


 

Expertise centre

The Division is an expertise centre and is responsible for:

  • Disclosure of confidential information from financial undertakings
  • Personal data issues
  • Corporate governance in financial undertakings
  • Fitness and propriety of company management.


The Division acts as secretariat to the Money and Pension Panel.
